feat: migra para GitHub Pages (thiagoprazeres-ufpe)

- .github/workflows/deploy-pages.yml
- vite base /design-system-sti-ufpe/ em produção
- Plugin empacotado em /plugin/
- URLs CF → github.io, gitlab → github
- Remove .gitlab-ci.yml + .cloudflare/
